Magikarp is caught outside the Gyarados instance; which you can find across the bridge to the south, then head east. You need level 87 Fishing to catch this.

Requires you to have a Fishing rod in your inventory, uses Fishing bait.

There is also a 1/35k chance of getting a Magikarp pet when fishing Magikarp.
